- Proximity to Sabzevar city with a reasonable distance of 35 kilometers to supply the required manpower.
- The right distance to access the main road and rail routes.
- Access to the water needed by the refinery from the underground water sources available in the Sabzevar special region.
- Providing the infrastructure needed for the project, such as water, electricity, fuel gas, etc. (from Sabzevar special area)
- The presence of attractive and suitable markets in neighboring countries such as Afghanistan, Tajikistan, Uzbekistan, Turkmenistan, Kyrgyzstan and Pakistan.
- Observance of the security distance from the borders.
- The existence of road, rail, and air transit routes.
- Connecting the railway network from south to north and connecting to CIS countries
- Existence of special tax and customs concessions
- The existence of the University of Petroleum in Sabzevar and the possibility of scientific and practical partnership (R&D) of the refinery with the University of Petroleum in order to use scientific power and improve the quality of products and preserve the environment.
